Safe-SVG recent versions are not compatible with WP Offload Media

Describe the bug

When using the plugin WP Offload Media and a recent version of Safe-SVG we cannot upload .svg files. An error AS3CF: Mime type "" is not allowed (Media Library Item with id 155) is seen in the logs.

Reverting the safe-svg plugin to version 2.1.1 fixes the problem and .svg files upload OK using the WP media library and the WP Offload Media plugin.

Steps to Reproduce

1. Enable WP Offload Media plugin
2. Enable Safe-SVG plugin version 2.4
3. Upload a .svg file through the media library
4. Note that the .svg file does not offload to the S3 bucket, (other formats JPG/PNG) offload OK

Regarding WP Offload Media: if it needs SVG MIME support, a safer approach would be one of the following:

• Provide a temporary or scoped filter that allows SVG MIME types only during a controlled upload flow
• Require integrations to explicitly opt in or add their own MIME handling, rather than enabling SVGs globally
  Globally enabling SVG MIME types without guaranteeing sanitizer coverage across all upload paths is not something we can safely do.
