Crosschain ENS resolution

Closed an active issue for this since we implemented a less robust approach to this, but gonna save the link to it in this discussion so we can potentially revisit it down the line. Tldr doing crosschain ENS resolution correctly is a bit involved, as you need to make sure that smart contract accounts that live on L1 are not assumed to be on L2 at the same address (although they could be), and vice versa (amongst other subtle complexities)
