add web_apps to moose ls and dev MCP

Adds web_apps to moose ls (with filter and JSON output) and updates the MCP infra map description to include web apps.

• CLI:
  • apps/framework-cli/src/cli/commands.rs
    • Extend Ls _type help to include workflows and web_apps.
• Listing routine:
  • apps/framework-cli/src/cli/routines/ls.rs
    • Add WebAppInfo and integrate web_apps into ResourceListing.
    • Display and JSON-serialize web apps via ResourceInfo impl.
    • Populate web_apps from infra_map.web_apps with optional name filter.
    • Support _type = "web_apps" in ls_dmv2.
• MCP tool:
  • apps/framework-cli/src/mcp/tools/infra_map.rs
    • Update get_infra_map tool description to mention web apps.
