Add critical care compartment transition

Add transitions from:

• Hospitalized to critical care with ICU and viceversa
• Hospitalized to critical care without ICU and viceversa
• Critical care with ICU to dead
• Critical care without ICU to dead

Questions:

• Should we add a general rate of "progression" to critical state and then specify to ICU and no ICU? Must look into the way rates of progressions are expressed and decide!
• Can non-hospitalized people (asymptomatic) reach a critical state? If so, we should add an extra transition
