Notifications (Alarms)

When a notification must be sent to different persons, "Browser Pushed Notifications" allow desiring users to receive messages immediately about new alarms arising. The "tag" ensures that notifications are not duplicated and only latest version is displayed: it should be derived from the component+object involved by the alarm.
