Proper Python Interface for ALF

After some redesign of the MC loop of ALF, we could provide a proper python Interface for the Kernel.
Apart from writing the C Interface ourselves we could use one of these tools:

• f90wrap: https://redirect.github.com/jameskermode/f90wrap
• f2py https://numpy.org/doc/stable/f2py/

Neither of these is particularly nice on the build-system...
