Docker trouble

Since docker is being used here, I'm assuming this can be run on any machine. It has been a long time since the paper is published, so many of the docker files and the makefile are not runnable at all. Any tips related to this? (For example, I cannot run make normalize-datasets, and any of the commands after that)
