MRD dead channels

Pointed out by Dylan, there are several dead channels in the MRD that are potentially biasing the MRD track reconstruction tools. Ideally modifications are made to:

• Add dead channels to a csv file, store them somewhere (maybe in LoadGeometry or an equivalent mask file to the PMT DeadPMTIDs_p2v7.txt)
• Mask out the dead channels (in WCSim or with the LoadWCSim tool using a dead mask, or something different...)
• Update the MRD Tracking tools (FindMRDTracks) to better reconstruct tracks given dead channels.

Added a few geometry files for the MRD that are labelled with what time period and set of runs they are good for, the changes involve 2 new columns, one for is the paddle ON/OFF and one for noise as NORMAL/HOT to act as masks for MC and track construction. Currently working on the MRD Tracking tool update

Great! Could you open a PR once you get the Tracking tool changed? Ideally it could be split into two separate PRs - one for the geometry files, the other for the modifications to the MRD algorithms
