Add proper handling of missing ion+material+program combinations

It seems some combinations of ion+material+program are missing, for example, HYDROGEN ion, PSTAR program and BORON target.
We should handle that properly and also ensure that there is a method which for a given combination of program and ions gives a list of supported materials.

There is a table dedx_program_available_materials in dedx_program_const.h which handles the list of materials for a given program.
The list of PSTAR is following:

why there is BORON for PSTAR, as it looks that PSTAR doesn't have data for BORON ?
