lab transform not correctly ignoring SNOMED codes

The lab transform does not yet support the SNOMED codes in the hierarchy, but rather than ignoring them it inserts truncated SNOMED codes with a LAB_PX_TYPE of 'LC', which will cause the EDC report to potentially produce errors.

I am not aware of sites using SNOMED codes for labs so not marking as high-priority.
