check_not_antimeridian validator allows burst insar jobs over the antimeridian to be submitted #2949
Description
As of HyP3 10.11.13, both the INSAR_ISCE_BURST and INSAR_ISCE_MULTI_BURST job specs specify the check_not_antimeridian validator, but I'm able to submit both kinds of jobs using burst granules over the antimeridian. These jobs subsequently fail during processing.
