'Back to top' text redirects to homepage

## Issue
When a user clicks the `Back to top` button at the bottom of the footer, no matter what part of the site they were on it will redirect them to the top of the homepage.

## Potential Fix
There is a typescript function called `scrollTop` that scrolls the web page back to the top. This might be a good place to start
