Investigate config update on demand #148
Description
Look into re-running SpawnerConfigurationManager.BuildConfigurations() by command / file-saving.
Each spawner will most likely have their own requirements and handling for updates like this, so look into the main features needed for re-building and updating configs, and then handle the specifics in separate tasks.
Consider the hot-reload concept of "rude edits" for when configurations are not possible to apply correctly.
