Seems challenging! You have to able to somehow classify the emotion of the topic, and the emotion of the music. I don't know enough about machine learning (if required) to know how to approach this problem correctly (for now).

There's probably a way to use some API like Google images to do it as well

Best to use less APIs and more datasets and models with Image recognition. Unplug from the grid!!!
