Show the fastest locations even if only one or two are available #147

Environment
- OS: Ubuntu 22.04.3 LTS
- Browser: Firefox 118.0 (64-bit)Issue Details
In places where AdGuard VPN is being blocked, it is not uncommon to see only a few locations being available.
Actual Behavior
In cases where only one or two are available, the “Fastest” section remains in the loading state, not showing any locations at all.
Expected Behavior
The “Fastest” section shows the only one or two available locations.
