What Stealth Mode options do you have enabled?

Block trackers, Remove tracking parameters

Issue Details

Steps to reproduce:

1. Enable the Block trackers and Remove tracking parameters from URLs options in Tracking protection settings
2. Disable the Tracking protection modules
3. Check enabled filters in Filter editor
4. Open Filtering log and visit any site (for example wsj.com)

Expected Behavior

Disabling Tracking protection also disabled the AdGuard Tracking Protection and AdGuard URL Tracking filters in the editor and those filters are not active as per Filtering log

Actual Behavior

After disabling Tracking protection, the AdGuard Tracking Protection and AdGuard URL Tracking filters are still enabled and filters are active as per Filtering log
