Energy Prevents Spawn

Energy can spawn on bases and prevent new bot spawning. I'm thinking that shouldn't happen. Anyone want to chime in and say that's desired behavior before I fix it?

I don't have a problem the change in behavior.

I just pushed a major restructuring of the code base up to the repo. The
references were fairly messed up and NuGet was having issues with the
simplest of tasks. Unfortunately, I have to pull everything out and add
the references back in one by one. I've got everything working except the
server. I'll be working on that next.

Zach, you may want to hold off pulling a copy until I get the references on
the server repaired.

I'm having an issue with a missing Dice.cs class and the corresponding
interface. Zach, I think you added some of the changes with your Energy
Unit tests, but I think you left the dice.cs file out of source control.

Please advise.

Should be good to compile now. Dice was just a mockable wrapper for Random.

Ok, cool. I'm slowly but surly making progress on this Reference NuGet
issues. Once I have it complete, I'll send out an email detailing what to
do and not to do to keep from breaking it.

OK... I just hit the Sync button in Visual Studio and it deleted all the freakin' packages. I have no idea why. Do you want me to try and fix it? Or is this part of your thing?

This is part of my thing. Don't try and fix it. The packages don't need
to be under source control.

I'll keep you posted as I work.
