SAT only heats on maximum temperature

SAT runs only on maximum temp (40 degrC) and is not using the heating coefficient any more. 

Consequences are an unstable room temperature 

Issue is occurring on two systems, one with floor and one with radiator heating, both running on 4.2.1.
