After a talking with @benjijamorris it seems that:

• We don't know why the tests are so much slower on Windows
• The tests that have time to run on Windows usually pass
• We should update the test configuration in CI to divide the tests into two groups: a small subset that runs on both Windows and Linux, and the remainder that only run on Linux. This way, we can keep CI passing
