Scraper: ensure daily run parses recent meetings

Confirm the daily scraper run re-checks recent meetings in addition to new listings.

Acceptance criteria:

• Daily job still discovers new meetings from listings.
• Daily job also enqueues detail-page parsing for recent meetings in-scope for backfill policy.
• Re-check cadence is limited to the daily cron run.

Notes:

• This issue can be closed if covered by the 3-month missing-minutes backfill implementation.

Covered by the daily DiscoverMeetingsJob implementation (#20). The job runs nightly with a 90-day lookback window, re-discovering all meetings in that range. ParseMeetingPageJob is enqueued for each, which re-parses the detail page and picks up any newly posted documents (including late-posted minutes) via find_or_initialize_by. No additional work needed.
