Add an informational page that explains the Topic-first model and the separation of factual record vs framing vs civic sentiment.

• Clarify AI limitations, citations, and governance rules.

The About page exists at /about (app/views/pages/about.html.erb, 259 lines) and covers:

• Why the site exists (Topic-first framing, plain-language explanation)
• When we update / data flow
• How it works (AI limitations, citations, governance)
• FAQ / Your Questions section
• "Under the Hood" technical detail

Language aligns with Topic Governance and AUDIENCE.md. Links to official documents live on each meeting/topic page. If future epistemic-boundary language needs sharpening, file a targeted issue.
