Resident submissions intake for topic context

Summary

Allow admins to receive resident-submitted context for Topics via a manual intake/review flow (no direct public posting).

Scope

• Define an intake pathway for resident-submitted context (email/form -> admin review).
• Add admin review queue for submissions (approve/reject/merge into resident-reported context).
• Ensure submissions are labeled "Resident-reported (no official record)" and never treated as factual record.

Requirements

• No public self-service publishing.
• Human-in-the-loop approval required.
• Preserve submitter source notes and timestamps.

Out of Scope

• Public user accounts or direct resident edits.
• Auto-publishing to topic summaries.

Status (2026-04-14): still open, no progress. Models, controllers, and admin UI for resident submissions not yet built. Remains in scope but low priority relative to topic-surface work and impact scoring rebalances shipping now.
