Photo Transformation and GUI don't acount for Dispaly Scale

On OS you can set the display scale, currently the program transforms (crop and/or resize) the image under the assumption the scale is at 100%.

I am referring to this scale (windows):

Currently GUI and Photos shown don't account for when the scale is not 100%
