It should not be possible for a Score to have ScoreVersions without having a champion version

Scenario: A newly-created scorecard Score. It requires a ScoreVersion to be promoted to champion before it will work. When a new ScoreVersion is added to a Score it should automatically become the champion if there is not already a champion.
