Hosted Basemap Tile Layers Not Displaying on Printable Maps or Image Exports

Hosted basemaps are not displaying in printable maps or exported images. We're using hosted tile layers from various sources, and none of these display in exported media. Our internally hosted tile layers do display when exported as an image or printable map. The following are some hosted tile layer urls that we are using:

• https://{s}.tile.openstreetmap.org/{z}/{x}/{y}.png
• https://services.arcgisonline.com/arcgis/rest/services/World_Topo_Map/MapServer/tile/{z}/{y}/{x}
• https://basemap.nationalmap.gov/ArcGIS/rest/services/USGSTopo/MapServer/tile/{z}/{y}/{x}

We are seeing this issue on both 5.1 and 5.0.

I was able to solve this on our web server by enabling TLS 1.2 via the addition of a registry setting.

The tile aggregator for the printable map supports SSL 3.0 and TLS 1.0 through 1.2 (see App_Code/TileAggregator.cs, line 153). I wasn't aware that later TLS support also needed to be enabled in IIS. Good to know. Can you share the registry setting?
