Turn Quick Sketch on always #166
Description
Now that the Measure Tools have moved to the Draw tab they are not available if Markup is not enabled for the application.
In order to allow measuring in any application, the Quick Sketch half of the Draw panel should be always on, or at the very least there should be an option to turn it on separately from Markup.
