Upgrading to tiddlywiki 5.3.8 version

If you install tiddlyserver the wikis are in the 5.2.1 version (year 2021)
I think it is time to upgrade to the 5.3.8 version.

I would prefer that people switch to MWS as I'm the lead developer for that project.

I understand the value of TiddlyServer for data folders, but MWS already has every feature needed under the hood to do the same thing. It wouldn't be hard to put the static folder resolution somewhere in the dev repo, so it can be used by people that really want it, but I don't won't to keep supporting it, because I think it's a terrible idea to make Node data folders easy to use on the web.

I would prefer supporting writing to and reading from data folders in MWS in a client-only style.

There is a way to update the version. Not doing that by default was an oversight on my part.

There are two problems with the MWS:

1. In order to maintain the database not very big it is important to put the external files in a static place.
2. I use a portable installation in a USB.

Apart of that I like MWS very much!!
