Handle case where two cargo follow in quick succession and get stuck

When we try to intake two cargo at the same time, the second one can get stuck in the gap between the intake sensor and lower CDS sensor. We should come up with a way to prevent this so the operator won't need to override the CDS to get the second cargo positioned.

With the competition robot this trends more towards shoving the second ball out of the top. This would be great to have by competition, but not 100% necessary
