Auto-determine fender shot #84

Robot should be able to tell what shoot mode we should be in based on whether it can see the high goal reflective tape and set that mode prior to releasing cargo to shoot. This will take off some of the load from the driver and operator to select a shoot mode manually (although we'll still want them to be able to override).
