[Bug]: After v0.13.0 version got merged some ui loaders are not visible due primary color blend

Bug Description

After we migrated whole app to unify ui loaders some of them got blended into primary colors like worktree task progress in agent-panel, full / spec plan agent output component and there were 2 more places we need to investigate web dev cody commit from older branches that updated all ui loaders

Steps to Reproduce

1. Run any features from bug desc and we can see as in attached image that loader is blended into primary bg color of buttons / bg / dropdowns

Expected Behavior

Change the loaders colors to be not primary when the sub / parent component that depend on it have primary color for bg

Actual Behavior

we are using primary color everywhere and some loaders are blended
