Cannot list locations if a user doesn't have access to the portal subscription #68
Description
Issue
When creating a new environment, if the logged in user doesn't have access to the portal Subscription (the default we query), the list of locations will fail to populate on Step 1.
Fix
When a new subscription is selected on Step one, re-fetch the locations from the selected subscription.
