The `set-output` command is deprecated

When using azure/build-vm-image@v0 I get multiple warnings in the output like this:

Warning: The `set-output` command is deprecated and will be disabled soon. Please upgrade to using Environment Files. For more information see: https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/

Seems to be fixed in @actions/core version 1.10.0:

saveState and setOutput now use environment files if available actions/toolkit#1178

... so bumping this lib will hopefully resolve this issue.

Also, node16 is also deprecated so node 20 - actions should be the bare minimum.
