Describe the Bug with repro steps

When starting to debug any Logic Apps STD project locally, an error gets displayed. Does not seem to impact anything yet.

As a workaround please open up the following files in Notepad++

• \Users\<your-username>\.azure-functions-core-tools\Functions\ExtensionBundles\Microsoft.Azure.Functions.ExtensionBundle.Workflows\1.131.9\CustomCodeNetFxWorker\net8\worker.config.json

• \Users\<your-username>\.azure-functions-core-tools\Functions\ExtensionBundles\Microsoft.Azure.Functions.ExtensionBundle.Workflows\1.131.9\CustomCodeNetFxWorker\net472\worker.config.json

And then in Notepad++ in the bottom corner change the value from UTF BE BOM -> UTF and save the files.

A fix has already been generated and will be available in the next release which should be out in the next few days.
