Waive requirement for late Bonner Scholars

Issue Description: There are two cases where Berea Students become a Bonner Scholar. In this case if a Bonner Scholar came in as freshman they need two summer experience (default) but if a bonner scholar is admitted during their junior year, they only need one summer experience. So the solution here is to have those two option but have a waive requirement option for those with authority of Bonner Managers and above.
