Add feature to enable updating surface property modifier in ETABS toolkit

Description:

The "surface property modifier" for panels is currently in one of the fragments so cannot be modified and pushed back to ETABS. It will be good to have this property modifiable as it is quite common to revise the cracking modifiers while doing different type of analysis models - ULS, SLS, Thermal etc.
