Broken Patch Commands

Summary
While going through a list of all the scratch blocks, I found that there are a few that exist in Patch but don't work (they throw errors and stuff). I also found that not all blocks had the correct arguments in prim_proxy.js, and I have fixed all of those that I've noticed.

Broken Commands
The following throw TypeError: Cannot read properties of undefined (reading 'getCostume')
