[Suggestion] Level Unlocks #10

I feel hypocritical for suggestion this as one of my favorite parts of this mod is that it doesn't have these, but anyway! So maybe make it an option in the config that can be user defined.
I was thinking that you could limit block interactions, crafting items, etc until you reach a certain level.
For example if you could set it so that you couldn't make diamond armor until you got level 25 smelting, or you can't mine diamonds until your level 25 mining, things like that.
Just a suggestion, but I would love that feature for 1.10.2 if you are still developing it. I need it for endgame purposes for my mod pack.
