Request: allow config to define which items are dropped by the digging skill

I am attempting to create a modpack that, for example, limits your ability to access stone tools, replacing them with flint tools. I'd love to be able to add other mod's items to the list as well.

The digging skill uses the vanilla loot table system. While editing loottables is normally world specific, the copypaste mod can be used to copy data to every single worldsave, opening it up to be edited as a whole. Personally I've already tweaked the digging skill tables quite a bit this way for the pack I'm working on.
