Add Grow Speed upgrade for culture and spawn speed upgrade for mob spawner on a island #52

Is your feature request related to a problem?
I create a One block server and i want them to be abdle to have upgrade on speed
Describe the solution you'd like.
I want player to be able to upgrade grow speed and spawn speed on there island.
Describe alternatives you've considered.
Maybe add a plugin that help to do that but i don't know if i can configure it to a insland
