ARAs should set submitter when querying Retriever #57
Description
This will help with attempting to localize future performance issues and bugs as Retriever tags telemetry spans with the submitter, allowing us to break down recent traffic and look at statistics by submitter/figure out if bugs are happening under conditions that only occur with specific submitters/etc.
