implement static INV page

Will create an INV page that is switched to when STBY mode is valid.

This page should be displayed whenever the NAV mastermode is accessed, and can be accessed from any other mode except OFF, E-J, S-J, or BIT.

ccc49ea implemented a partially complete static INV page. Need to either make it possible to move labels around at runtime, or define additional labels specific to the INV page.

thought of a neat way of doing it. Size labels appropriately, position them appropriately, then change text align when switching between INV page and all other pages. Has taken more LOC than Id like, and gives less control over the resulting labels. Does make it a little easier to handle switching to and from the INV page though.

Might have to make labels specific to the INV page. At present, the stations inventory numbers do not all share a left align column, and doing that requires left align. In turn that means the left side of the label needs to be fixed for the setup, which either means moving the labels around all the time, or having labels dedicated for the INV page.
