web-interface for configure bot settings

I think, it will be a good feature.
Interface will make for user opportunity to customize:
* Bot welcome message;
* number of wrong input attempts;
* provide some DSL for setup captcha generation algorithm;
* etc.


But it's not important feature and it probably can be implemented not in first releases.
