Change neutral to abstain and update prompt to judge yes, no, or abstain #61
Description
Following a discussion on Discord we've decided to swap neutral to abstain.
MPs can vote on bills with no, yes, or abstain, so we figure our MP should do the same.
Beyond this simple change is something more complicated.
At the moment our prompt judges a bill as either a yes or a no while including other metadata. Our application business logic then determines whether or not to swap a bill to neutral.
As we continue to improve our prompt, with a big change coming soon to train a prompt (See #44), we'll want to separate concerns.
We'll update the prompt to judge a bill as yes, no, or abstain which will then simplify much of our business logic.
