Alberta Spends '24-25

Alberta Spends currently shows 2023-2024 financial data. Latest audited data for 2024-2025 have come out since we launched.

Let's create a new Sankey with the updated figures.

Open question on how we handle the historical data. Perhaps as an MVP there's a toggle within the page to toggle between the '24 data vs '25 data, which changes what information is shown in the sankey. In the future, we can explore more interesting ways to compare/contrast between years.

just submitted a pull request. please check.

if it is merged, i think the 24-25 overrides the 23-24 data. i guess 2 seperate paths need to be created to show them both. let me know if i should try submitting a pull request for that or if there's already a plan for that
