Source URL missing from "Original Text" section

Describe the bug
There used to be a link to "View Source" in the Original Text section of a commitment

To Reproduce
Steps to reproduce the behavior:

1. Go to /tracker
2. Click on any commitment
3. Scroll down to "Original Text" section
4. Don't see link "View Source"

Expected behavior
A clear and concise description of what you expected to happen.

Let me preface this by saying that I haven't worked with Ruby in the past; however, I have used Mongodb Mongoose and SQL, so some of this is familiar. I am not sure about everything that was in the db.

1. Making a query using a .rest file revealed that the frontend was not receiving a source_url in the payload, and neither were the commitment_history_rationales

2. After running the Ruby on Rails backend, entering the database by entering the command ruby db, and querying using SELECT * FROM promises WHERE id=312;, i got the following output. The red square is the commitment_history_rationales section and the circles show that the source_url is empty, which explains the behaviour regarding commitment_history_rationales missing source_urls in 1., but not the missing source_url for the Promise itself.

3. Upon visiting http://127.0.0.1:3000/admin/resources/promises/312, you may notice something very interesting. A field called source_document_url was empty. This variable name sounds like what the source_url for the Promise itself should be, however the frontend does not reflect this.

4. In app/views/promises/show.json.jbuilder in the API's files, you can see that no source_url is being returned from the promise data.

5. If a source_document_url is set in the database for a promise, then the show.json.jbuilder file is altered such that it returns source_document_url, and then if the frontend is also changed such that instead of using promise.source_url it uses promise.source_document_url, then the frontend can correctly render a source URL for the "Original Text" section. I believe there are many compounding problems that caused this bug; however, due to my lack of experience, I am not certain.

All the promises are exclusively from the liberal platform. @adityas0204 great job looking into this, I fixed the raw data in production and added the source_url to the api response here: BuildCanada/OutcomeTrackerAPI#101

That's now working properly
