"God mode" for dashboard

Is your feature request related to a problem? Please describe.
For someone coming onto the site, it would be nice to see at a glance how well the government is performing across all ministries.

Describe the solution you'd like
Consider a "god mode" view, perhaps a zoomed out dashboard, where you can see smaller versions of charts. You should be able to quickly and easily see if they're red/yellow/green.

Describe alternatives you've considered
Today, there is no such view. You'd have to look ministry by ministry.
