Add anti-spam features to the Support Bot (SS 356)


We've had people spam the support bot either for help or just annoyance more often than we'd like to, similar to what you can see here: https://media.discordapp.net/attachments/705287200991871057/750147875899703408/unknown.png so I'm proposing that some anti-spam features be added to the bot to mitigate those issues in the future and assure better quality of life for everyone
