Track max concurrent jobs on Summit #231
Description
Summit at ORNL allows a maximum of 100 jobs (SweepGroups in Cheetah terminology) to be in queue at a time. Submitting a large campaign with over a hundred SweepGroups errors out. Explicit support is needed in Cheetah to address this limit.
