Add versioning to DB file to align with Cookbook version

When there is a schema-breaking change to the Cookbook the DB file has to be updated at exactly the same time to be compatible.

This is problematic just from a timing issue, but also the conda environment at NCI also has old/stable/unstable versions, the first two of which are version frozen.

Versioning the DB file with the current Cookbook DB version could alleviate this issue.

Would probably require some code changes in the Cookbook to select the correct default DB: could set an environment variable in the conda env.
