Create initial plan for S2DM/VDM support in IL/KL

The COVESA S2DM/VDM project is researching the next evolution of COVESA data modelling to provide greater flexibility than the current VSS. S2DM support in CDSP will support its development.

The task is to create an initial plan for S2DM support in the Information and Knowledge Layer components.
